Understanding DLA's Technical Data Management Transformation (TDMT) System — the new system replacing cFolders for accessing drawings and technical data packages.
cFolders has been retired. The Defense Logistics Agency (DLA) has replaced the legacy Collaboration Folders (cFolders) portal with the Technical Data Management Transformation (TDMT) System. TDMT is now the way manufacturers and resellers obtain the engineering drawings, specifications, and Technical Data Packages (TDPs) needed to quote and manufacture items on DIBBS solicitations.
Older solicitation PDFs may still point to the retired cFolders URL (pcf1x.bsm.dla.mil). That link no longer
works — use the Tech Docs link on our Search DIBBS page.
To get set up quickly, follow the 5-step access checklist below. Register in AMPS with the SAME email
address you use for your DIBBS account.

How to Get TDMT Access (5 Steps)

Register in AMPS.
Create an account in DLA's Account Management and Provisioning System (AMPS). DLA vendors generally only need a basic AMPS account, which in turn provides the TDMT Vendor Role for drawing access.
Important: use the SAME email address as your DIBBS account.

Set up Okta Multi-Factor Authentication.
TDMT is accessed through DLA's Okta MFA single sign-on. Follow the
DLA Single Sign-On User Guide (PDF) to enroll your MFA method.

Log in to TDMT.
Click on the "Yes" on the Tech Docs column on DIBBS Navigator's Search DIBBS page or go to https://tdmt.dla.mil

Verify the solicitation has tech data before you dig.
In DIBBS Navigator, check the Tech Docs (Draw) column on your search results — if it shows a drawings indicator, technical data exists for that NSN. If not, the item is likely built to a part number or commercial spec and no drawing package is posted.

Heads up: All of these registrations — DIBBS, AMPS, TDMT, and JCP — are free. Third-party firms may offer to complete them for a fee, but the government systems themselves never charge for access.
Viewing Tech Docs?
Using DIBBS Navigator to view Tech Docs in TDMT
The following steps should allow you to view Tech Docs if you have established access to TDMT.

Find a solicitation with Tech Docs in Search DIBBS and click on Yes in the Tech Docs column

We will copy the solicitation number, for example SPE4A126T2398, to your clipboard for your later use.*

Click Proceed to TDMT button to open tdmt.dla.mil then Agree to the warning notice.

Select Acquisition Documents icon.

Paste the Solicitation Number in the Solicitation Number box, click Search

Double Click on Solicitation Number that was found.

Click on the entry in the tdp [...] column.

Click on the entry in the Document Number column.

*If you already have TDMT open, you can just use the Close with saved/copied Solicitation Number and proceed manually to TDMT button.

Frequently Asked Questions
The link in my solicitation PDF still points to cFolders. What do I do?
Ignore it. Thousands of legacy solicitation PDFs still say technical data "must be obtained at pcf1x.bsm.dla.mil," but that portal has been retired. Go to
tdmt.dla.mil or use the TDMT link on the DIBBS Home Page instead.
Do I need a new account, or does my old cFolders login work?
cFolders credentials do not carry over. You need an AMPS account (with the TDMT Vendor Role) and Okta MFA enrollment. Register in AMPS using the same email address as your DIBBS account to avoid provisioning delays.
Does my JCP (DD Form 2345) certification still matter under TDMT?
Yes. Export-controlled technical data still requires an approved JCP certification. Keep your certification current — renew at least 60 days before it expires.
How do I know if a solicitation even has drawings?
In DIBBS Navigator, check the Tech Docs (Draw) column in your search results, or use the Tech Docs (Drawings) filter. If no drawings exist, the item is typically procured by manufacturer part number or commercial specification.
What if the technical data package in TDMT is incomplete or won't open?
Contact the DLA Product Data Customer Service line at
1-804-279-3477 or submit a customer service request through DLA Product Data Management. For DIBBS-side issues, email
DIBBSBSM@dla.mil.
Is there a cost for TDMT, AMPS, or JCP?
No. DIBBS, AMPS, TDMT, and JCP registration are all free government systems. Any fees you encounter are from third-party service providers, not from DLA.
